b'2021 ANNUAL REPORT Consumer AdvocacyExecutive Director Major Accomplishments Automobile Safety:CFA continued working alongside other consumer and safety groups in an effort to encourage Congress to take a thoughtful, transparent and careful approach toward encouraging Autonomous Vehicle (AV) development, while preventing the potential negative impacts on safety, congestion, mobility, pollution, and land use. CFA maintained our drive to standardize advanced crash avoidance safety features for all vehicles. We supported provisions which would have increased occupant protection, combated impaired and distracted driving and enhanced the safety of child passengers. We pushed for, and successfully passed in the House, significant improvements in the New Car Assessment Program (crash testing), that would enable consumers to better differentiate the performance differences among new vehicles. CFA joined fellow advocates in supporting teen driver Graduated Driver Licensing programs in several states considering such legislation. CFA also supported efforts to limit big-truck driver hours of service and maintain trailer length/weight restrictions.In addition, we advocated for legislation mandating that vehicles with open recalls be prevented from being sold or rented.Consumer Credit: CFA continued its unique coordinating role on high-cost lending issues and helped lead the coalition to a major legislative victory. In October 2020, the Office of the Comptroller of the Currency (OCC) finalized a regulation that would allow predatory lenders to evade state interest rate laws merely by putting a banks name on the loan paperwork. The OCC finalized the rule without meaningful review of the 4,000 public comments opposing the rule, including those submitted by CFA. We helped lead nationwide advocacy campaign to pass a resolution under the Congressional Review Act to overturn the regulation. Support for the resolution was widespread, including from Attorneys General, banking supervisors, consumer credit administrators, credit unions, faith leaders, state legislators, and more than 400 civil rights, consumer, disability rights, 2 Consumer Federation of America'
