b'2021 ANNUAL REPORT RESEARCH AND EDUCATIONAuto Insurance and Lower-Income Households: With support from our members, CFA expanded our auto insurance advocacy campaign in various states and conducted more research on unfair discrimination and bias in auto insurance, including systemic racism. We also completed our white paper on telematics and publicized it to consumers, as well as helping other consumer advocates write their own reports on telematics. Our 2020 data purchase from Quadrant Information Services continued to bear fruit, and we used this premium data to support our state advocacy efforts, draft reports, and educate legislators and regulators about unfair discrimination in auto insurance. CFA further analyzed this data and refined our analysis of how insurers discriminate substantially against consumers based on their credit scores and charge them substantially higher premiums. We also studied how they charge women higher premiums than men, and how as the percentage of the Black or Latino population in a ZIP code increases, average premiums rise as well. This unfair discrimination contributes to and perpetuates systemic racism and hinders consumers from getting access to affordable auto insurance.We used this data to write many reports and press releases with CFA state members and other advocates highlighting the plight of low-income consumers and consumers of color. CFA wrote and released state-specific reports for Colorado, Maryland, Nevada, New Jersey, Oregon, and Washington State. These releases and data were covered in the media; CFA and our partners are also using them to promote policy reforms and pass various bills at the state level. They will also help inform consumers about how to more effectively purchase auto insurance and what obstacles to watch out for.CFA additionally provided premium data and analyses to Insurance Commissioners in Delaware and New Mexico, to legislators in Massachusetts, and to consumer advocates in Illinois, which they all used to support reform efforts.
