b'2021 ANNUAL REPORT team, to oppose measures that would thwart the ability of the Consumer Product Safety Commission (CPSC) and other federal agencies to protect the public, to support efforts that would improve rulemaking and the Office of Information and Regulatory Affairs (OIRA), and to oppose policy riders on appropriations bills limiting the CPSCs ability to protect the public. CFA, with other groups, worked to ensure a strong CPSC with effective leadership, sufficient authority, and robust resources. We also worked to build on the success of House passed bills and worked to pass them in the Senate. These important bills included the STURDY Act, (H.R. 1314) sponsored by Representative Schakowsky, that would direct the CPSC to create a mandatory clothing storage unit standard to help prevent furniture tip-overs, which have caused infant injury and death. The Safe Sleep for Babies Act of 2021 (H.R. 3182) also passed the House in June of 2021. This child safety legislation, sponsored by Representative Tony Cardenas, would ban infant inclined sleep products and padded crib bumper pads, both products linked to dozens of infant deaths.Unfortunately, these bills have not yet been passed by the Senate.In addition to our legislative focus, we also continue to prioritize off-highway vehicle (OHV) safety through leading a coalition formed by CFA to oppose the use of all-terrain vehicles (ATVs) on public roads, collecting real time OHV death data, documenting OHV recalls, and sending 36 letters to decision makers in 12 states from coalition members opposing state and local efforts to allow ATVs to be driven on public roads. We also tracked the impact of COVID-19 on OHV death and injuries and issued a report in July. Other product-specific efforts included testifying before the CPSC about priorities for the next fiscal year and with the University of Nevada, Las Vegas William S. Boyd School of Law Policy Clinic, presenting at the CPSCs Artificial Intelligence and Machine Learning Forum. We submitted comments to the CPSC on OHV fire and debris penetration and CPSC information collection efforts regarding warning labels. We also worked on numerous voluntary standards, including those for juvenile products, furniture, laundry packets, e scooters, motorized partitions, and magnets.14 Consumer Federation of America'
